He appears to be an internet troll; someone who gets off on getting people fired up by saying outrageous or inflammatory things.
Fine for kids or nobodies to do, not so much a senior cop. Unless of course he's a serious racist but the terms he was using are like old school 60s racial slurs, like he was portraying a caricature of a baby boomer racist rather than the more modern, serious stuff.
