The media etc are all angling at that personal connection bit but I don't really buy that.
Backing up to your question about work rights in general, most countries have protections in place to ensure that only citizens or permanent residents have the right to work. We have exceptions, someone under 30 can get a 12 month working holiday visa, someone on a student visa has limited work rights and we have the 457 visas for skilled workers.
The question as to why the restrictions comes down to a countries version of sovereignty. We have borders and border control for a reason.

Home Affairs Minister Peter Dutton has threatened to turn the tables on the Labor opposition if it keeps pursuing him over the au pair scandal, saying he "kept a list" of MPs who asked him for help on immigration cases and he is "gathering information" to expose Labor's hypocrisy.
Ahead of a Senate inquiry into his interventions in favour of two foreign au pairs, Mr Dutton said he had "nothing at all to hide", and challenged Labor to interrogate him when Parliament resumes next week.
