Unfortunately, it's the global economy that's in meltdown, and George W. Getting even angrier about such a foolish decision, and reacting with even less control, is about as wise as gambling more to make up for gambling losses.
The right answer is this: I was angry, and like everyone else on earth when angry I convince myself of stupid things I wouldn't normally contemplate.

^China or not, the risk of disease will not go away. That's why you have insurance: healthcare, emergency services, scientific services, social services, quality environments, strong international treaties and organisations, and mutually-beneficial trade policies. It's also why you help countries develop and don't treat them as your enemy. And you definitely don't waste money on billionaires, wars, and company handouts; you don't overheat markets like a complete moron, support dying polluting and corrupt industries, and wreck your most important assets: trust and central bank leverage (which are in many ways the very same thing).
