Medical advice had zero to do with it, it's all about logistics.
Dandrews knows that Melbournians have been bruised by the past lockdown and him slamming the border shut and they are very likely to be cranky. If he just locked down greater Melbourne there'd be a mass exodus which he wouldn't be able to stop, setting up another ring of chicken wire to keep people out of regional Victoria works as well as a flywire door in a submarine, chews up Police resources and pisses off Police. So Dan just throws the whole state under the bus to protect his own arse.
The man is unfit to hold the office of Premier and that's saying something.

Dan doing the Lockdown now as last time he waited to see what Happened and then we where in Lockdown for about 3 Months so hopefully doing it now mean be a week or 2 of Lockdown instead
