So, some exceptions:

4 reasons fall away
No 5 km limit
Masks still required indoors and outdoors when you can't socially-distance 1.5 m.

But **** they’d better come off indoors again damn soon, getting sick of places getting my order wrong!!!
awww poor you, try being deaf for a while, getting things wrong is a ten times daily occurrence mainly because other people don’t give a shit or make an effort. The masks drive everyone crazy, but indoors especially they stop germs spreading, watch the video!

Yes I drop mine to talk outdoors but where I walk is very isolated, if I see people or cop cars I fix it!
I AM DEAF!!!

https://www.premier.vic.gov.au/statement-premier-86

The Premier's statement, for which I've provided a link. contains - at the bottom - a link to a pdf of the full restrictions. No, you need not read the Premier's statement (I haven't) - but the precise detail of the restrictions will be of interest, I expect.
