The alcopops tax isn't working precisely because the kids don't drink it to get drunk. They know they can go out and buy a bottle of Vodka at 45% ABV (minus the alcopops tax) and mix it with their Coke (the drink, not the snuff) and hey presto.
It's like the whole gun debate, it's not the alcohol that's the problem, it's the dipsticks who don't know how to drink it responsibly. Delinquent parenting is actually the problem at the moment.

The truth is that the vast majority of people in our society are well behaved and do enjoy a drink. They are neither pisspots nor teetotallers. Why does everything have to be either-or?
History shows us very clearly that prohibition doesn't work - and it's not working for hard drugs either. We need far more enlightened social policy and better education about alcohol and drugs at every level of society.
