This is simply an argument for a new social agreement, and that agreement hasn't been made yet. No, that's called a concession. Concessions are granted to parties due to contingent or mitigating circumstances which render an action relatively more costly or burdensome to them.

Freeloading occurs when someone who doesn't warrant a concession tries to get others to pay in their stead.
