The Addiction medicine worker just advised me of a press release that there has been a 318% increase in ICE or methamphetamine caused presentations to Emergency Departments from the year 2011- 2012 compared to 2010 to 2011.

That is certainly a disturbing statistic WPT. I am sure it is worse now. I reckon it's time to legalize, decriminalize & control illicit drug use while at the same time to massively educate.
When I say making it legal I do not condone its use. However taking it out of policing & crime will immediately:
* reduce the prison population
* get the distributors out of it
* reduce its the "charm" because of it's illegality
& save gazillions of dollars on law enforcement, & the whole criminal justice system.
The monies then could be better directed at prevention, education, rehabilitation where there is chronic underfunding.
At the same time people drug &/or alcohol affected committing crimes should not be seen too a leniently
Once you've got the illegality out of it the criminal element is reduced.
It needs to be a combination of legality & decriminalization - where it is still seen to be socially unacceptable, frowned upon as it were, undesirable but not have legal consequences for using the damn staff (for basically all drugs).
We need to bear in mind (& I know this pisses off a few) that alcohol is the biggest cause of ED presentations by a long way including assaults, falls, accidents, car accidents, domestic violence & other violence: you name it. Then there are the medical consequences which cost the individual, their families & all of us a fortune let alone tying up police, ambulance, ED beds etc.
Find me a pollie who has the balls....
The green go some way down this track & for me this is a smart idea.
Needs to be all of Australia & New Zealand.

I tend to agree with you on this, WPT, but for the sake of argument, would you really want ice and heroin on the shelf at Woolworths? If not, how would it be produced and sold?

I would have it sold from my backyard. It would fit with the hydroponics
I would have heroin controlled under medical supervision - akin to the injecting rooms with tighter controls & under prescription with regulations about how it is to be prescribed. etc
Get the many wise heads from addiction across Australia to assist in policy development.
Most senior police when they retire invariably say they want it legalized because they no longer need to have their words censored by pollies (including obviously self censorship)

WPY, one one level I agree with you, but I have serious misgivings.
Yes, by standardising production and distribution you take out the criminal element, insert some quality control and control over distribution. These are all good things.
However, it's still bloody dangerous stuff.
Personally I blame the increase in it's use on, among other things, the proliferation of Energy drinks. These IMO are basically acting as a gateway drug. Kids get into this stuff, drinking 2,3,4 or more cans per day till they begin to get used to it and only feel normal when they're seriously caffeinated. When they first get offered ice it's often with the salespitch that "It makes you feel like Red Bull used to" because the feeling is apparently reasonably similar but obviously stronger, you're pitching to the converted. If it was up to me I'd ban those bloody things tomorrow, I've seen kids mess their system up with them by using them as an energy substitute for eating food.
Unfortunately, people have been using different substances to alter brain chemistry and mood since the beginning of recorded history. Just about every society has came up with some version of alcohol or some other root or berry that had mood altering properties. The only difference now is none of them are borderline natural, mainly being made up in back yards in filthy conditions by people following instructions written by someone who passed yr 12 chemistry.
