I don't know whether the elastic band thing is true or false, but it's not exactly a raving endorsement of the status quo that nearly anyone with the motivation can so easily do a Stephen Paddock and knock off a few dozen from a balcony in record time, is it? Not sure it even matters how many "good guys with a gun" you have in that situation.

Even if that rubber band thing does work, it';s crude an inaccurate. The only use is to make a semi auto rifle fire rapid fire like a full auto.
If you're firing into a crowd you don't need that shit if you're an anywhere decent shot. You just keep pulling the trigger. Anyone who can handle the kickback of a high powered rifle could get off an easy 3 shots per second, aimed.
machine guns are useful for strafing which makes them good in close combat where you don't have time to aim. They have no place outside the military or Police.

An interesting thing I learnt about guns - New Zealand has more guns(26.3 per 100 person) per capita than we (14.5) do .... obviously, that's 'registered' guns, which is a pretty poor reflection on reality.

Without actually looking at how the action works, i'm guessing it's because both examples are military style firearms originally designed to be fully auto and were basically modified in the factory to make them semi auto for domestic sale.
The old semi auto's I played with in the 80's were designed as semi auto in the first place, so those tricks wouldn't work.
The only place for military weapons is in the military or Police special forces groups.
