Does this mean that the police have come to the conclusion that not taking action against teens running riot leads to teens continuing to run riot?

Vic Pol are issued with some nice automatic weapons. 15 Shot Smith and Wesson M & P (military and police) - 40 caliber semi-automatic pistol. They would work better in dispersing crowds and put that bit of extra fear in the idiots. A few Sudanese deaths could bring on our own "black lives matter" movement. We don't kneel for the Anthem though.
